DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Darfur, South Kordofan, Gedaref, Kassala, and Khartoum states. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

About the job

The HMA (Humanitarian Mine Action) IM&GIS-O is responsible for the management, analysis and sharing of data related to programme activities with the aim to provide reliable, quality and comprehensive information that supports compliance and evidenced-based mine action programming.

The IM&GIS-O supports the implementation of one or more HMA projects in Sudan. The projects are being implemented by a local partner and consist of Explosive Ordnance Risk Education (EORE), surveying and clearance. The IM&GIS-O supports the data collection effort from the teams in the field and analyses the collected data to support information with other Mine Action and Humanitarian Actors. She/he supports the Humanitarian Mine action teams to collect the geographical information and create the required maps. She/he is responsible for collecting, managing, analyzing, and visualizing geographic data and works closely with HMA project team leaders to provide analysis and mapping solutions that contribute to informed decision-making and effective implementation of development programs.

Duties and Responsibilities

Geographical Information Systems (GIS):

  • Help the HMA teams to Gather data using GPS, satellite imagery, surveys, compass, maps and other sources, and ensure the accuracy, quality, and completeness of collected data.
  • Organize and maintain GIS databases.
  • Utilize GIS tools and techniques to create models for analysis and reporting and scenario planning.
  • Prepare web map and dashboard in the context of IMSMA CORE and IM cycle.
  • Develop maps to illustrate collected information effectively; incorporate multimedia elements such as photos, videos, and infographics into mapping projects, as needed.
  • Collaborate with HMA program staff and specialists to integrate GIS into planning and implementation.
  • Support data collection efforts in the field by developing mobile GIS solutions and data collection protocols.
  • Document GIS processes, methodologies, and workflows for knowledge sharing and capacity building.
  • Draft regular updates on highlights, summaries, and other similar products of the program to communicate GIS findings and insights to share with SNMAS and donors and other stakeholders.
  •  Prepare the required geographical information to submit the Non-technical Survey, Explosive ordinance disposal spot task reports, BAC reports to the national mine action authority.

Information management strategy and standards

  • Contribute to the development of DRC’s information management systems by reviewing information needs and gaps, evaluating current information management processes and tools and drafting an information collection and management plan in support of DRC’s mine action operations
  • Ensure the compliance of information systems and processes with the applicable standards and guidelines related to information management and data protection, including DRC’s internal guidelines and National Mine Action Standards

Data management and analysis

  • Ensure effective data management by developing data collection tools and methodologies, designing and managing database systems for data management and analysis purposes
  • Automate data collection as much as possible
  • Ensure availability of updated and quality information for informed decision-making by the programme team by identifying pertinent variables, including analyzing and interpreting multiples datasets, identifying trends and patterns in collected mine action-related date
  • This role is envisaged to strengthen and support the effort to eventually activate IMSMA again.
  • Support donor agencies and other humanitarian actors with updating their respective data bases with the project information, e.g. IMSMA, 5W, etc.
  • Ensure the DRC KOBO database is up to date with the project data.
  • Should have background on PowerBI to development Dashboard for use by management.

Information dissemination

  • Support the Contracts Management Coordinator, the Operations Manager, and other relevant DRC stakeholders with information for reporting, including the creation of dashboards
  • Draft information products such as reports, charts and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders for the purpose of reporting, information sharing and advocacy. To this end, designs the layouts of reporting and presentation templates using graphic design programmes ensuring the attractiveness and clarity of the information products.
  • Contribute to the development and implementation of a dissemination plan for all information products, including the definition of standard operating procedures for clearing information products for release.

Collaboration with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team

  • Support and collaborate with the MEAL for the monitoring and evaluation of the agreed targets.
  • Support monitoring and evaluation activities through designing data collection tools, methodologies, training in data collection to project teams and data analysis

Experience and technical competencies: (include years of experience)

  • 3 years of relevant experience in information management, database management, mapping and web development
  • Knowledge of different data collection methodologies and proven capacity to analyze statistical information
  • Knowledge in Geography, GIS, or a related field required
  • Experience using GIS software such as ArcGIS survey 123, ESRA, or similar tools required
  • Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner
  • Effective oral communication skills
  • Proven skills in infographic management
  • Excellent planning and organizational skills
  • Knowledge of humanitarian mine action and information management requirements desirable
  • Knowledge of the data platforms KOBO, 5W, IMSMA desirable

Education:

  • University degree in Information Technology, Information Systems, Statistics, Social Sciences or a relevant field

Languages:

  • Arabic
  • Good knowledge of the English language (verbal and written)

Salary range: NMG1 $ 1,026 - 1,156
